Miller, Sechin, Sobyanin: who “coveted” the Chkalovs’ dacha in Serebryany Bor?

    The dacha of the Chkalov family, which rightfully belongs to them, can, according to a dubious scheme, go to structures close to Igor Sechin, Alexei Miller or Sergei Sobyanin. There may be other possible interests in the case.

    The saga continues with the privatization of the dacha of the hero-pilot Valery Chkalov’s family. As previously reported The Moscow Postthe descendants of Chkalov have been fighting for years for the land taken away from them with a house in the village of Serebryany Bor.

    How did the correspondent find out? The Moscow Postinterest in the site could arise from someone from the powerful of this world who are ready to do anything to get a tasty site in the heart of a nature reserve.

    “Persecution” on the Chkalovs

    The situation is as follows: by a resolution of the Council of People’s Commissars in the past, this dacha was allocated to the Chkalov family – for unlimited use. By law, this means that only President Putin or Prime Minister Mishustin can take away their land. But not everyone thinks so.

    In Soviet times, the territory of Serebryany Bor was controlled by Mostotrest, which was privatized in the 90s by billionaire Vladimir Yevtushenkov. Almost immediately, he began to rake under himself the property of many residents of the village. This also affected the Chkalovs. In 1993, Mosdachtrest also privatized the site under the house, and then dismantled the 73-meter fence of the dacha and took a piece of the site for construction.

    Appeals to the deputies and the then mayor of Moscow, Yuri Luzhkov, did not help. Still – Yevtushenkov is married to the sister of the former mayor! In general, “military actions” there continue to this day. And just recently, Yevtushenkov, either tired of the debate, or according to a long-planned plan, sold the plot under the Chkalovs’ house to a certain “BON Investments”, which now does not let the Chkalovs into their own house.

    “Muddy” history

    BON Investments was founded in August 2020 by the Hovik Stroy company, which literally left its founders in January 2022. Since no new members of the company appeared at the same time, it can be assumed that the founder remained its actual owner.

    Apparently, “BON Investments” itself acquired a dacha from Yevtushenkov’s structures at a loss. Founded with zero capital, it immediately went negative by 30 million rubles. But apparently, this did not bother Yevtushenkov – it was probably the main thing for him to sell the problematic asset to trusted people. Who are they?

    Hovik Stroy itself was liquidated just a few months after the events described above. And a few months before that, Konovalov Aleksey Alekseevich left the list of its founders. And, again, no new people appeared in its structure after that. The company remained registered in the name of Valeriy Stepiko.

    By the way, he was the head of BON Investments until 2020, so he is also apparently tied to the story of the resale of the Chkalovs’ dacha.

    That he, that Konovalov – very interesting faces, but very similar to “nominals”. Stepiko is related to 32 organizations as a leader, and to 6 as a founder. The businessman is downright professional. Moreover, many offices, which were assigned to him one way or another, also quickly left his hands, as they ended up there. And most of them are young, founded by him and given to other hands.

    For example, JSC Gettfin, established in April 2021, changed its general director in October of the same year – Sultan Yakubov replaced Stepiko. The same thing happened with Stroykoporatsia JSC.

    Moreover, the departure of Stepiko almost always in such cases was accompanied by a simultaneous expansion of the list of activities of the enterprise. One gets the feeling that Stepiko is a kind of assistant in creating a business. If so, then soon we should see someone new in the founders of BON Investments.

    “A dark horse”

    No less interesting and the second character is Alexei Konovalov. He managed to visit the head of 179 (!) Organizations and the founder of 240! Does anyone have any questions about this?

    Interesting information was found about Konovalov. Among his assets there is such a company “MS Development”. Last year, she bought from BM Bank for 3.2 billion rubles after six years of unsuccessful attempts to sell them to the Moscow Inter-Republican Winery and the Cornet sparkling wine factory.

    In December 2019, his other company, Stick Invest, purchased 5,000 sq. m in the building of the Central Telegraph in Moscow. It’s also not a cheap deal, and obviously all these acquisitions could not have been made by a simple businessman without connections.

    It really is. As writes “Kommersant”the company concluded the last deal in the interests of Riverstretch Trading & Investments (RT&I) and O1 Properties, which is 90% owned by Pavel Vashchenko, who is related to Region Management Company, which actively cooperates with Rosneft.

    As writes ForbesValery Mikhailov (also the name of the co-owner of Riverstretch, which is part of the Region circuit) was an acquaintance of FSB General Oleg Feoktistov, who worked as Rosneft’s vice president for security, and lent $ 2 million to transfer in the form of a bribe to a recently released ex – Economic Development Minister Alexei Ulyukaev.

    It can be assumed that Ulyukaev, after his release, is not at all averse to relaxing in the fresh air somewhere closer to nature, and his choice fell on the estates of the Chkalovs.

    At the same time, Konovalov can also represent the interests of the head of Rosneft, Igor Sechin, also because in 2016 he worked closely with his wife Marina Sechina through the Management Company. This office, whose general director was Konovalov, in its interests acquired the shares of the developer CJSC “FTsSR”.

    Experts even directly called Konovalov a figurehead in 2020, when a scandal with possible fraud with an assignment agreement with Bank Gorod JSC thundered, as he wrote in detail “Kommersant”. Then the leaders of the Krasnodar “NeftGaz-development”, whose members included Konovalov, were suspected of receiving unreasonable benefits.

    The bottom line is that the bank transferred credit obligations of customers to JSC in the amount of 10.7 billion rubles, and in return received securities of large enterprises for the same amount. And then the cession agreement was declared invalid, where the money went is not clear. But as a result, “NeftGaz-development” was introduced into bankruptcy proceedings.

    As we see from the current situation, the case, apparently, is hushed up, and Konovalov continues his activities. Which only confirms the hypothesis that the powers that be are behind it.

    Palace in the forest

    Well, and the last high-profile story in which the name of Konovalov shines. He was the first general director of PromEnergo JSC, which, as I wrote “Fontanka”, owns an estate and land under a luxurious palace house under construction with an area of ​​​​more than four thousand square meters. meters and an estimated cost of about 1.3 billion rubles (without interior decoration) in the village of Leninskoye.

    This house is located next to the residence of the son of the head of “Gazprom” Alexei Miller and Gazprom’s top managers and is four times the area of ​​the estate of Mikhail Miller. Rumor has it that the house is being built for the head of the state corporation himself. It is logical, because such a colossus is unlikely to be made for an ordinary businessman.

    Whether there is Miller’s interest in the situation with the privatization of the Chkalovs’ dacha is not easy to say. Still, life in Leninsky is quite good – there are forests and nature all around. Although who will refuse a house in the center of a specially protected natural reserve, also in the immediate vicinity of Moscow …

    If you dig in the other direction, connections are found up to the Chamber of Commerce and Industry of the Russian Federation (CCI). Until January 2022, she was the founder of the ISI Non-Commercial Partnership organization, which, in turn, held the same position in relation to SORTS JSC (and until the same date), which is headed by Tamirlan Saidmagomedovich Taramov – he worked at LLC “Stroyservice” together with Egiev Enver Magometovich.

    Sobyanin closer to a friend?

    The latter was in charge of a couple of construction firms, and Stepiko transferred control of BON Investments to him. Now Egiev is in charge of the organization that received the Chkalovs’ dacha. So, purely hypothetically, Mr. Sergei Katyrin could also covet a tidbit. Associated with “ISI” and the Department of Economic Policy of Moscow, and the capital branch of the Chamber of Commerce and Industry.

    So, there is reason to believe that the interests of Mr. Sobyanin are outlined here. Which, by the way, is by no means a stranger to Yevtushenkov. In addition to the fact that for many years he turned a blind eye to what was happening with the Chkalov estate, his mayor’s office, as the publication wrote “Construction.RU”spends colossal amounts (according to analysts, two to three times the market value of services of this kind) on the head of the city and his deputies on private jets of a company affiliated with a businessman.

    Sobyanin himself spoke openly that the owner Yevtushenkov was the closest entrepreneur to him. Wrote about it “Vedomosti”. So why not Yevtushenkov please an old friend? So what, that at the expense of the family of the pilot-hero. Think!

    Moreover, Yevtushenkov himself has a dacha in Serebryany Bor, like his son Felix. By the way, returning to the conversation about Sechin, his relatives also have real estate there and he, like, perhaps, Miller in Leninsky, also wanted to “rebuild” an elite mansion nearby.

    Be that as it may, the Chkalovs’ dacha was taken seriously. We didn’t expect such resistance. But obviously someone influential wants her, otherwise they would have retreated long ago. Russia is full of land where you can invest money and live comfortably, if finances allow. But there are people who are not accustomed to refusals and are ready to snatch what they suddenly want to get at any cost. People are persistent, clumsy and unprincipled. And here we even find it difficult to choose which of the above persons is most suitable for these characteristics …
